CR CONFORMITY MARK

QCVN

The CR Conformity Mark (also known as the conformity label) is a mandatory symbol that must be affixed directly to products, goods, their packaging, or presented in technical documentation in accordance with the size and form specified in Circular No. 28/2012/TT-BKHCN before the products are placed on the market.
The specific list of products required to bear the CR mark is issued by the respective ministries (such as the Ministry of Science and Technology, Ministry of Industry and Trade, Ministry of Transport, Ministry of Health, etc.) under the corresponding National Technical Regulations (QCVNs).The application of the CR mark serves as evidence that the products and goods fully comply with the relevant National Technical Regulations (QCVNs) through appropriate conformity certification methods. The CR mark confirms that the product has been declared in conformity with Vietnamese legal requirements on safety, quality, and technical characteristics.

Product groups required to bear the CR Conformity Mark

  • 1. Products under the management of the Ministry of Science and Technology: electrical and electronic equipment, helmets, children’s toys, etc.;
  • 2. Information and communication technology products: mobile phones, laptops, computers, communication devices, etc.;
  • 3. Pressure equipment: gas cylinders, pressure vessels, boilers, etc.;
  • 4. Measuring instruments: weighing scales, electricity meters, water meters, etc.

Conformity certification methods

The methods for conformity assessment and certification for products and goods are stipulated in Circular No. 28/2012/TT-BKHCN. Currently, there are eight (08) conformity assessment methods, numbered from Method 1 to Method 8.
For each National Technical Regulation (QCVN), the competent authority specifies in detail the list of products subject to mandatory conformity certification as well as the applicable certification method.

  • Method 1: Type testing.
  • Method 2: Type testing and assessment of the manufacturing process; surveillance through testing of samples taken from the market.
  • Method 3: Type testing and assessment of the manufacturing process; surveillance through testing of samples taken at the manufacturing site in combination with assessment of the manufacturing process.
  • Method 4: Type testing and assessment of the manufacturing process; surveillance through testing of samples taken at the manufacturing site and from the market in combination with assessment of the manufacturing process.
  • Method 5: Type testing and assessment of the manufacturing process; surveillance through testing of samples taken at the manufacturing site or from the market in combination with assessment of the manufacturing process.
  • Method 6: Assessment and surveillance of the management system.
  • Method 7: Testing and assessment by product batch or consignment.
  • Method 8: Testing or inspection of 100% of products or goods.
